Access undertaking

QR’s Access Undertaking is approved by the Queensland Competition Authority and provides clear guidelines for access and operation on the QR network.
Access Undertaking as endorsed 30 June 2006

The Undertaking was written by Network Access after extensive industry and stakeholder consultation. It details the processes and responsibilities of QR and access seekers and includes information such as:

How access charges may be calculated
How an access agreement is negotiated
What information is provided to an access seeker
How confidential information is protected
Environmental standards
Train scheduling processes, and
Requirements for safe operations.

While rail operators are not legally obliged to comply with the Access Undertaking, Network Access may refuse access to those who do not follow its processes. Network Access is bound by law to provide measures that ensure that access seekers are treated fairly and equitably.
