QR is structured so that management of the rail network (by Network Access) is separate from those QR business groups that run passenger, coal and freight train services on the network. To date, no complaints have been lodged over the treatment of confidential customer information. These measures are part of the ‘ringfencing’ process:

It includes information requirements, timeframes for action, dispute resolution procedures and circumstances in which access can be refused. Under the process, Network Access must acknowledge access applications within 7 days. This helps to streamline the negotiation process.
