Ringfencing arrangements


Ringfencing
The term ‘ringfencing’ applies to our internal arrangements for managing and protecting confidential information about non-QR rail operators. 

QR is structured so that management of the rail network (by Network Access) is separate from those QR business groups that run passenger, coal and freight train services on the network.

To date, no complaints have been lodged over the treatment of confidential customer information.

These measures are part of the ‘ringfencing’ process:

  • A register details all staff with access to confidential customer information.
  • All staff who deal with confidential customer information are trained in their responsibilities.
  • An annual audit reports on the management of confidential customer information.
  • Network Access may have to pay $10,000 in compensation if there is a breach of confidentiality.

Negotiation framework

The Access Undertaking details the process used to negotiate access to the QR network. It includes information requirements, timeframes for action, dispute resolution procedures and circumstances in which access can be refused.

Under the process, Network Access must acknowledge access applications within 7 days. This helps to streamline the negotiation process.
