How track access works in Queensland  

Every application for access to the QR network is managed under a detailed process approved by competition regulator, the Queensland Competition Authority. This process ensures fair and equitable access.

Rail operators who are accredited by Queensland Transport and have an access agreement with Network Access may access QR’s rail network. 

Access seekers who have an access agreement with Network Access have access to QR’s rail network through the use of an accredited rail operator.


Rail Industry Regulations



Rail industry regulations

Queensland Transport and the Queensland Competition Authority regulate the rail industry in Queensland. Network Access is QR’s access provider, not a regulator.


  • Network Access is obliged to comply with the Queensland Competition Authority Act.
  • Queensland Transport is responsible for rail safety and ensures that any rail operator using the QR network has obtained Accreditation as a rail operator. Rail operators must satisfy Queensland Transport that they have satisfactory arrangements with QR for the safe operation of new train services.
