The process


This diagram summarises the process involved in applying for access to the QR network.


This step by step guide takes you through the application process in more detail.

Step 1. 

Download the appropriate information from the Customer Information section.


  • Customer Information is separated into Coal, Queensland Freight, Interstate Freight and Passenger.                  



Step 2. 

a. Submit a Conceptual Operating Plan to Network Access.
b. If you do not already have accreditation with Queensland Transport, apply for accreditation as a rail operator.

  • The conceptual operating plan should detail your proposed operations so Network Access can determine their viability.
  • The accreditation as a rail operator process conducted by Queensland Transport does not involve Network Access. You must fulfil all criteria imposed by Queensland Transport regarding the safe operation of trains on the network plus ongoing conditions placed on your operations. Step 3. 

You receive a response from Network Access.

  • Network Access will respond within seven days of receiving your conceptual operating plan. This advice confirms that the conceptual operating plan is being considered.                  



Step 4. 

Your conceptual operating plan is considered.

  • Network Access generally has an additional 30 days in which to respond to your conceptual operating plan. The response is called an Indicative Access Proposal. Wherever possible, Network Access will respond to your enquiry in less than the permitted 30 days.                  



Step 5. 

You receive an indicative access proposal.

The indicative access proposal advises you about:

  • Availability of train paths
  • Any required amendments to the requested service
  • Initial details of access charges, and
  • Information about track sections to be accessed.                  



Step 6. 

You advise Network Access whether the contents of the indicative access proposal are acceptable or not.

  • If the contents of the indicative access proposal are acceptable, you move to Step 7. If the contents are not acceptable, you negotiate specific issues with Network Access. Once these issues are resolved, you move to Step 7.                   



Step 7. 

Finalise all your obligations as an access seeker, including carrying out requirements relating to safety risk, environmental risk and rollingstock registration and configuration.




Step 8. 

Network Access prepares an access agreement, and negotiates final terms and conditions with you.




Step 9. 

Once you have accreditation as a rail operator from Queensland Transport, sign the access agreement with Network Access.




Step 10. 

Start operating on the QR network.
