Applying for access
Rail operators and other access seekers interested in using the QR network must negotiate most aspects of their proposed operations through Network Access.

Every application for access is handled under a process set down in the Access Undertaking. The process is approved by competition regulator, the Queensland Competition Authority and includes requirements and timeframes.




Access obligations

The Access Undertaking outlines the obligations of Network Access and the access seeker. As an access seeker, you must:
  1. Deliver an appropriate Security Deposit to Network Access.
  2. Provide certificates of compliance for all rollingstock and rollingstock configurations.
  3. Demonstrate that you have entered into agreements in respect of access to private facilities.
  4. Provide a copy of your Emergency Response Plan, which is compatible with QR emergency procedures.
  5. Provide an acceptable Environmental Investigation and Risk Management Report.
  6. Implement any elements of the Environmental Investigation and Risk Management Report that must be implemented before train services commence.
  7. Comply with any community liaison requirements.
  8. Provide evidence of accreditation from Queensland Transport.
  9. Conduct an Interface Risk Assessment.
  10. Devise an Interface Risk Management Plan in collaboration with Network Access, and implement any elements of the plan required to be implemented before train services commence.
  11. Develop a Safety Management System.
  12. Take out the required insurances and provide evidence to Network Access.               
Network Access will use all reasonable endeavours to cooperate with the rail operator to facilitate the operator’s completion or compliance with the access obligations.
